Australia's official passport photo spec is a range, not one size: 35–40 mm wide by 45–50 mm high, and what actually governs the photo is the face — 32 to 36 mm from chin to crown regardless of which print size you pick. The first two presets render both corners of the range at 600 DPI (35×45 → 827×1063, 40×50 → 945×1181). The background must be plain white or light grey and contrast with your face, the photo must be less than six months old, and glasses are not allowed — the only exception is a documented medical reason, and even then frames must not cover the eyes.
Know which route you're on, because they differ completely. An Australian passport application always ends with two printed photos lodged in person — there is no photo upload — and the Passport Office demands real photographic prints: dye-sublimation on glossy paper of at least 200 gsm, not a home inkjet job. Home Affairs online applications (visas and citizenship through ImmiAccount) do take an upload: a JPEG between 70KB and 3.5MB, with 1200×1600 the officially preferred resolution — the third preset.
