The UAE's official numbers come from the ICP's own services guide, and they're not the ones photo sites circulate: visas and entry permits use a 4×6 cm photo on a white background, while the Emirates ID and passport services use 3.5×4.5 cm — the widely repeated "4.3×5.5" appears in no official source. Both presets render at 600 DPI, which is itself the ICP's stated minimum resolution. The photo must be recent — no more than six months old — and, a rule unique to the UAE, it must not be identical to the photo on your current document. No official pixel-count exists for uploads (the "300×369" figure is an old airline-portal number), so the honest digital target is the official centimetres-at-600-DPI the presets produce.
The Emirates ID works both ways: everyone attaches a photo to the application, and applicants fifteen and over are also photographed live at the biometrics appointment — for children under fifteen the attached photo is the ID photo, so it's worth getting right. Composition per the ICP: face filling 70–80% of the frame, neutral expression, head coverings only for religious reasons with the face fully visible, medical glasses allowed if untinted with no reflection (sunglasses and coloured contacts banned), and no retouching — edited photos are rejected by the ICP's own systems, which suits this tool fine: it resizes exactly and does nothing else, on your device, with nothing uploaded anywhere.
