What does the e-VOA or e-visa photo upload need?

The official pages publish two sets of numbers: the account registration wants a colour JPG or PNG of at least 400×600 pixels (up to 2 MB) with the head filling 50–60% of the frame, and the e-VOA document upload caps files at 200 KB. The e-Visa preset plus the compress-to-100KB tool satisfies both at once. No official background colour is published — plain and uncluttered is the safe choice.

Is the red-or-blue background rule real?

Yes, and official — but only where it applies: civil-registry photos (KTP-el, child ID) use red for odd birth years and blue for even.
