How much smaller will the WebM be?

Cuts of 60–80% are typical for animation GIFs. If absolute smallest is the goal, try MP4 too — its encoder here usually squeezes a little further, and MP4 plays in more non-browser places. WebM wins when you want open codecs or web embedding.

Is GIF transparency kept?

No — the output uses standard opaque video color (yuv420p), so transparent GIF regions become solid. WebM as a format can carry transparency, but browser-side encoding of it is unreliable, so this tool trades alpha away for a conversion that always works.

Will the WebM play everywhere?
